I am a partner based in our Paris office advising funds, banks, sponsors and public entities on the structuring, award and financing of infrastructure and energy projects in Europe and Africa.
I have over 23 years' experience leading public projects and advising on infrastructure, public and procurement projects in France, Europe and Africa across a variety of sectors.
My experience includes structuring of PPP and project financing transactions, creation of joint ventures, as well as corporate and commercial/regulatory advice in the course of the development or financing of construction of energy and infrastructure projects. Over my career, I have advised on large legal projects relating to structuring, procurement and financing in Europe and Africa, in the energy (clean energy, and oil and gas), infrastructure, transport and telecommunications sectors.
I have advised large corporates, investment corporations, governments, state-owned companies, banks and sponsors or developers on the structuring and negotiation of Public Private Partnerships and infrastructure projects in the course of project finance transactions or institutional reforms and public procurement transactions in France and Africa. My experience also encompasses assistance for corporate transactions and equity investments for private equity and infrastructure funds active in Africa with infrastructure focus since 1997.
I am also a visiting professor at Sorbonne Assas Law School in Paris and the Singapore campus at INSEAD. I also co-wrote the 'Practice of Public Private Partnerships' published by Lexis Nexis. Having developed an extensive practice in Africa and advised a number of companies in more than 50 countries on the African continent, I also created the first pan African diploma on OHADA laws applicable in 17 countries in Africa.
